Ann Barsotti was appointed by Governor Arnold Schwarzenegger as Chief Information Officer for the Department of Transportation in June 2005. In this position, she is responsible for the operations, management, and policy for the Information Technology program at Caltrans. In November 2006, she was appointed the Deputy Director for Administration and Information Technology along with her duties as Chief Information Officer. With over 22,700 employees she is responsible for all information technology and administrative functions, which includes human resources; labor relations; procurement and contracts; training; business facilities, asset management and security; and resource management.

Previous to this appointment, Ann was the Acting Director of the Teale Data Center. In this position, she was responsible for all aspects of management and policy for one of the largest government data centers in the world. Ms. Barsotti’s effective leadership was prominent in her success to realign the organizational structure of the Data Center to move it toward a model that ultimately positioned the department for consolidation with the Health and Human Services Agency Data Center and Department of General Services Network Services.

Prior to this position, Ann served as the Chief Information Officer at the California Department of Motor Vehicles (DMV). During her five years as CIO, Ann was also the Deputy Director for the Information Systems Division. In this capacity, she developed and implemented statewide systems for the department, including the Vehicle License Fee Refund, Vehicle Registration and Online Appointment System.

Ms. Barsotti’s career spans over thirty years of comprehensive experience in information technology (IT) including system design and development, project manager for statewide implementations and executive management. She gained extensive technical and managerial skills at the Student Aid Commission and attained the level of CIO; and previously she worked her way through the technical ranks of the Programming and Systems Software Specialist classifications at the Teale Data Center. In addition, as a Data Processing Manager, Ann was responsible for the implementation of many statewide-automated systems. During her appointment as the CIO at DMV, Ann worked closely with the directorate and control agencies to ensure IT policies were being followed and business and information technology strategies were integrated. She also served as an Advisory Board member of the Government Technology Conference committee, Best of California Conference and the CIO Academy.

Throughout her career, one of Ann’s primary goals has been to provide an environment that enables staff to make significant improvements in the delivery of services using technology.
